On 14 November 2025, the Minister of Foreign Affairs of Latvia, Baiba Braže, will meet with her Baltic counterparts – the Minister of Foreign Affairs of Estonia, Margus Tsahkna, and the Minister of Foreign Affairs of Lithuania, Kęstutis Budrys. The Ministers will discuss current topics of the Baltic States’ trilateral cooperation and those on the international agenda – transatlantic relations, the security situation on the eastern flank, including strengthening the security of the Baltic Sea and the EU and NATO external borders, support to Ukraine and constraining Russia, the EU’s long-term budget and EU enlargement.
The Ministers meet in Riga during the 31st Baltic Council, chaired by the President of the Baltic Assembly (BA), Jānis Vucāns, and the Minister of Foreign Affairs of Latvia, Baiba Braže. The Council will focus on cooperation between the Baltic States in security and defence, civil protection, energy security, digitalisation, healthcare, as well as science and culture.
In their discussions, the members of the Baltic Assembly and the Foreign Ministers of the Baltic states will highlight the cooperation priorities of all the three Baltic states. The Latvian Foreign Minister will report about the achievements of the Latvian Presidency of the Baltic Council of Ministers (BCM) in 2025 in the priority areas: 1) regional security and resilience; 2) support to Ukraine; 3) improving regional connectivity, strengthening energy security, attraction of investment. The Estonian Foreign Minister, Margus Tsahkna, will introduce those present to the priorities set by Estonia for its BCM Presidency in 2026.
In conclusion of the 31st Baltic Council, the President of the Baltic Assembly, Jānis Vucāns, and the Minister of Foreign Affairs, Baiba Braže, will sign a Joint Statement on the work accomplished in Baltic states’ cooperation over the present year and the matters of priority for 2026.
At 13:00 on 14 November, the Baltic Assembly Presidium and the Ministers of Foreign Affairs of the Baltic states will give a joint press conference at the Saeima.

Background information
- The Baltic Council of Ministers (BCM) is a co-operation institution of the governments of Latvia, Lithuania and Estonia, established on 13 June 1994. The task of the BCM is to ensure the continuity of co-operation at the level of national executive authorities. The BCM presidency is rotated annually among the Baltic States.
- The Baltic Council is a joint meeting of the Baltic Assembly and the BCM Co-operation Council, at which the Chairman of the Co-operation Council (Foreign Minister of the chairing country) presents an overview of what has been accomplished during the year. For their part, the Foreign Minister of the incoming presidency outlines its priorities and plans, which are then included in the Joint Statement of the Baltic Council.
