The Electronic Travel Declaration (Declaration) is an online form that must be submitted by foreign nationals starting from 1 September, 2025 for planned entry and stay in the Republic of Latvia to the State Threat Prevention Information System at eta.gov.lv.

After submitting the Declaration, the person will receive confirmation that the information has been received and that she/he has fulfilled her/his obligation to submit the Declaration. 48 hours after submitting the Declaration, the person will receive a repeated notification about the registration of the Declaration.

The Declaration is not considered an entry permit. 

Requirement to submit the Declaration is outlined in Section one of Article 4.⁴ of the Immigration Law of the Republic of Latvia. 

The purpose of the obligation to submit the Declaration is to collect information on arriving of foreign nationals who have acquired the right to travel within the Schengen area in another country, as well as to support the capabilities of state security and law enforcement institutions to timely identify and prevent risks to state and public security.

In cases where the aforementioned risks are identified, the competent state institutions will use the existing legal instruments to prevent the threat posed, including restricting the person's ability to enter Latvia.

The new entry procedure DOES NOT apply to:

  • citizens of Albania, Australia, Austria, Belgium, Brazil, Bulgaria, Canada, Chile, Colombia, Costa Rica, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Mexico, Montenegro, Netherlands, New Zealand, North Macedonia, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Turkey, United Kingdom, United States of America;
  • persons with diplomatic immunity, persons who arrive in the short term for the performance of official functions or for the provision of technical support;
  • a non-citizens of the Republic of Estonia (but it is mandatory for Russian citizens, even if they have been issued a residence permit or EU long-term resident status in Estonia);
  • stateless persons who were granted this status by one of those mentioned in the provisions of Section 4.⁴, Part One of the Immigration Law.

The Declaration MUST be submitted by all foreign nationals, not mentioned in the above person categories.

The Declaration must be submitted no later than 48 hours before entering the Republic of Latvia. 

Foreign nationals will be required to declare following information:

  1. personal information;
  2. information on passport used for travel;
  3. purpose of travel (entry);
  4. planned time and place of stay; 
  5. travel route;
  6. contact information;
  7. elected positions held by the person or their relatives;
  8. candidacy in elections;
  9. current or former status of state or local government official;
  10. service in the armed forces, intelligence or security services, border guard, customs or internal affairs, justice or foreign affairs (including diplomatic) services.

No, submitting the Declaration is a separate obligation of a foreign national, which is not related to the right of entry. Submitting the Declaration does not replace the need for other entry prerequisites – the presence of an appropriate/valid travel document and the right to enter.

Each foreign national must provide the information required in the Declaration personally. As an exception, for example, in the case of minors or persons with legal incapacity, legal representatives – the minor’s parents, guardians or other duly authorized persons, may submit the information.

Correction of a submitted Declaration currently is not possible. If it is necessary to clarify the submitted data (for example, the type or time of entry has changed), a new Declaration must be submitted. 

The 48-hour submission requirement does not apply to the resubmitted form.

Access to the data provided in the Declaration is granted to the State Police and State Border Guard of the Republic of Latvia to ensure compliance with the obligation to submit the Declaration. State security institutions also have access to the data to perform functions specified in the regulatory enactments governing their activities. 

Google Chrome, Apple Safari, Microsoft Edge or Mozilla Firefox should be used to submit the Declaration.

Sumbitting the Declaration in web browsers embedded within other applications (WebView), for example, Telegram, is not supported.
