Pursuant to Article 27 of the VCDR, a foreign mission may install and use a wireless transmitter only with the consent of the receiving state.
The management of the radio frequency spectrum in accordance with the Electronic Communications Law of the Republic of Latvia is ensured by the Limited liability company “Elektroniskie sakari” (Electronic Communications Office of Latvia).
Radio frequency assignment use permits are granted in accordance with the Cabinet Regulation No 133 of 21 March 2023 “Regulations on radio frequency assignment use permits”.
A prerequisite for being granted an installation and use permit is the compliance of the use of radio equipment with the Cabinet Regulation No 3 of 10 January 2023 “The National Radio Frequency Plan”.
The compliance of the use of radio equipment with the said regulations is not binding during the visits of high-level officials from abroad, the duration of which is coordinated by the MFA with the Electronic Communications Office of Latvia.
The request supported by an application must be presented through the State Protocol of the MFA. The application should indicate the technical parameters describing the radio equipment:
- The desired frequency
- The system of radiocommunications to be used
- Information on the location where the radio equipment and antenna will be installed
- Designation of emissions
- Power of a radio transmitter
Information to be attached to the installation permit application has been specified in Clause 23 to the Cabinet Regulation No. 133 of 21 March 2023 “Regulations on radio frequency assignment use permits”.

Consent will be given by the ECO after assessing the electromagnetic compatibility of the radio equipment indicated in the application.
During high-level visits, the accompanying Security Officials may wish to bring along individual communication equipment, such as handheld transceivers, the frequencies and capacity of this equipment must be notified at least 48h in advance to the State Protocol of the MFA:
- Number and type of transmitters
- Desired and reserve frequency
- The duration for which the permit is needed
In the event the radio equipment causes harmful radio interference, the ECO may change the permitted technical parameters and other conditions for use, including cancellation of the permit.
