Global Gateway is the European Union’s (EU) strategy established with the aim of promoting sustainable and reliable connectivity in partner countries in the areas of digital development, climate and energy, transport, health, education and research.

To promote smart, clean and secure connectivity, the EU is implementing the strategy through Team Europe approach to strengthen the role of EU Member States and their financial and development institutions in implementing the strategy, while engaging the private sector, civil society and other implementing partners. As a result, a joint EU offer is being developed in partner countries, which is essential both for providing targeted expertise and solutions for the development of partner countries and for the EU’s economic and security interests. A key role is assigned specifically to the systemic involvement of the private sector, with the aim of implementing sustainable projects – through investment and innovative solutions – that address the needs of partner countries and ensure the development of local communities.

Since 2021, public and private sector investments mobilised under the Global Gateway have exceeded the initial target of EUR 300 billion for the period from 2021 to 2027. A new target of EUR 400 billion has now been set.

The private sector can participate in the Global Gateway in the following ways:

  • Investment project proposal from an EU company or a consortium of EU companies: A conceptual investment project proposal developed by the company must be submitted to the Latvia’s Team National contact point at TeamLatviaGG@mfa.gov.lv by completing the designated questionnaire.

  • Participation in calls for proposals: The EU periodically issues thematic calls for investment proposals, which are organised after the EU and the relevant partner country have agreed on the investment needs in a specific sector and the potential involvement of the EU private sector. Calls for expression of interest are also organised.

  • Participation in events: Companies are invited to participate in business forums and matchmaking events to identify potential cooperation opportunities and facilitate the formation of joint consortia involving companies from multiple EU Member States.

Information on Global Gateway calls for proposals and tenders is available on the websites of each European Commission (EC) Directorate-General involved in implementing the Global Gateway, as well as on the joint tenders portal. Each of the EC’s Directorates-General has currently developed its own investment mechanisms and platforms. Through these, investment projects can be submitted by EU companies or consortia formed by multiple companies.

Regions where investment project proposals can be submitted:

  • Sub-Saharan Africa, Latin America and Asia. Responsible Directorate-General – DG INTPA.

  • Enlargement and Eastern Neighbourhood. Responsible Directorate-General – DG ENEST.

  • Middle East, North Africa and the Gulf. Responsible Directorate-GeneralDG MENA.

For countries under DG INTPA, coordination takes place through the Investment Hub. The conditions stipulate that the value of the investment project must be at least EUR 10 million, of which at least 10% must be covered by the company itself or the established consortium. Thematically, the project must fall within the areas of climate and energy, digitisation, transport, health, or education and research.

DG ENEST’s Investment Hub currently oversees country-specific calls for proposals, setting the minimum investment threshold and the required level of company participation for each case. The minimum investment threshhold of Ukraine’s reconstruction projects must be EUR 50 million, of which 30% must be provided by the investor.  The key sectors are energy, critical minerals, manufacturing, construction materials, information technology and digital transformation, transport and logistics. For the Armenia call for project proposals, the minimum threshold is EUR 30 million, of which 20% must be own contributions. The key sectors are energy and climate, digitalisation, transport and logistics, health, education, manufacturing and agriculture.

DG MENA manages separate regional and national investment platforms. Applications are currently open for a call for proposals aimed at gathering information on business interests in the region and proposed solutions in the fields of digitalisation, climate and energy, transport, health, education, research and other areas. The platforms in Egypt and Jordan are also active.

Team Latvia regularly informs major business and industry associations, as well as government partners, about current calls for proposals and events.

Expressing interest is also important in cases where the investment amount is below the specified threshold, as it allows for discussions to begin, both at the national level and with the European Commission, regarding a potential project proposal and for exploring opportunities.

If a company has an idea for an investment project outside the scope of a call for proposals, it may take the initiative and submit an investment project proposal, envisaging the project’s implementation in one of the partner countries.

After an investment project proposal is evaluated at the national level (Team Latvia) against the established criteria, it is forwarded for evaluation to the relevant EC Directorate-General’s coordination and facilitation platform, Investment Hub, in the region, which provides guidance on potential support instruments.

The Investment Hub facilitates coordination between companies and investment project support tools. The instruments provided by the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) and other European financial institutions most commonly offer loans and guarantees, as well as technical assistance for project development and political support. The decision to finance each project is made in collaboration with the European financial institution offering the appropriate support instrument or an EU mechanism, such as the European Fund for Sustainable Development Plus (EFSD+).

The support offered by the EC for investment projects, if approved, can be either financial or non-financial in nature.

Financial support

  • Loans, equity investments and guarantees provided by public or private financial institutions

  • Technical assistance

  • Depending on the specific project, support may be provided directly to an EU company (or consortium) or to its partners in the target country or region

Non-financial support

  • Political support and economic diplomacy

  • Dialogue with local authorities (regulatory issues, investment-friendly conditions, market access)

  • Technical assistance (feasibility studies, environmental, social and governance (ESG) assessments, project structuring)

  • Prior coordination to promote EU participation in international competitive tenders

  • Identification of European partners to form competitive consortia
