On 22 January 2026, the Ministry of Foreign Affairs in cooperation with the Energy Community Secretariat organised a webinar for Latvian energy sector companies about the Ukraine Energy Support Fund and the related procurement opportunities. The webinar attracted widespread interest, bringing together representatives from various companies and organisations. The aim of the event was to raise awareness among Latvian companies about the Fund, procurement procedures, and opportunities to make a practical contribution to the restoration and strengthening of Ukraine’s energy infrastructure.

The webinar was opened by Juris Poikāns, the Ambassador-at-Large for Ukraine Assistance and Reconstruction at the Ministry of Foreign Affairs, who emphasised Latvia’s consistent support for Ukraine in the field of energy security and the potential of Latvian companies in the practical implementation of international support mechanisms.

Representatives from the Energy Community Secretariat informed about the work of the Ukraine Energy Support Fund, the procurement platform, and the current needs of Ukraine’s energy sector. Since Russia’s full-scale invasion of Ukraine, the Fund has contributed over EUR 1.13 billion in support, funding the supply of equipment, materials, services, and technological solutions for the maintenance and restoration of Ukraine’s energy infrastructure.

Participants of the webinar received practical insight into the procurement procedures managed by the Energy Community Secretariat, including guidance on the application process, qualification requirements, and the overall procurement procedure. The webinar ended with a question-and-answer session, allowing entrepreneurs to obtain detailed information on opportunities to participate in procurement processes and forms of cooperation.

The event confirmed the eagerness and preparedness of Latvian companies to engage more actively in supporting Ukraine’s energy sector, while strengthening Latvia’s contribution to Ukraine’s reconstruction and Europe’s energy security.

Background information

The Energy Community is an international organisation bringing together the energy markets of the European Union and neighbouring countries, thus facilitating the enforcement of EU energy legislation, market integration, security of energy supply, and sustainable energy development. The Energy Community Secretariat oversees the organisation’s daily activities, provides technical support to member states and partners, and, following Russia’s full-scale invasion of Ukraine, manages the Ukraine Energy Support Fund by coordinating international donor contributions and organising procurements to address the urgent needs of Ukraine’s energy sector. In 2025, Latvia donated EUR 217,000 to the Fund, raising its total support for the Ukraine Energy Support Fund to EUR 617,00.

At the invitation of the Embassy of Ukraine in Latvia, the platform ziedot.lv launched a donation campaign called “Warmth for Ukraine from Latvia” with the aim to support the restoration of Ukraine’s energy infrastructure and help provide heat and electricity to civilians.
