On 14 July 2026, during a formal ceremony at Riga Castle, President Edgars Rinkēvičs presented a letter of credence to Kaspars Krumholcs, the incoming Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to Japan.
Since joining the Ministry of Foreign Affairs in 2008, Kaspars Krumholcs has specialised in European Union (EU) affairs. He has worked in the EU General Affairs Division, headed the preparatory unit of the EU Committee of Permanent Representatives I (COREPER I) and served at the Permanent Representation of Latvia to the EU in Brussels from 2010 to 2015. During this time, he was one of the coordinators responsible for preparing and delivering Latvia’s first Presidency of the Council of the EU.
Kaspars Krumholcs subsequently served at the Latvian Embassy in the United Kingdom of Great Britain and Northern Ireland, where he was responsible for Brexit and diaspora matters. Later, at the United Kingdom division of the European External Action Service, he coordinated the establishment of post-Brexit cooperation between the EU and the United Kingdom in the areas of foreign and security policy.
After his tenure at the European External Action Service, Kaspars Krumholcs headed the Eastern Europe and Central Asia Division at the Ministry of Foreign Affairs. He has served as Head of the Minister’s Office since April 2024.
Kaspars Krumholcs earned a professional bachelor’s degree in Political Science from Vidzeme University of Applied Sciences.
Kaspars Krumholcs will succeed Ambassador Zigmārs Zilgalvis, who has represented Latvia’s interests in Japan since 2022.
