On 22 October 2025, the Minister of Foreign Affairs, Baiba Braže, met with the Assistant Secretary General for Cyber and Digital Transformation at NATO, Jean Charles Ellermann-Kingombe, for a discussion on the strengthening of defence capabilities on NATO’s eastern flank in view of the rapidly changing defence technology and geopolitical environment. The officials exchanged views on NATO’s plan for accelerating the adoption of new technology products, the Rapid Adoption Action Plan.

Russia is posing increasingly intense and aggressive hybrid threats – cyberattacks, and is widely using artificial intelligence tools for its disinformation and propaganda campaigns. The officials agreed that the cybersecurity capabilities of both the Alliance and the Allies must be strengthened, considering digital transformation and the development of artificial intelligence, and the need to effectively respond to new types of threats.

The NATO Assistant Secretary General for Cyber and Digital Transformation has arrived in Latvia for a working visit at the invitation of the Minister of Foreign Affairs, Baiba Braže. Jean Charles Ellermann-Kingombe is participating in an international conference, Digitalization & Connectivity: Techritory 2025. He intends to meet Latvian businesses and get to know Latvia’s achievements in the defence industry, including in the areas of UAVs, artificial intelligence, 5/6G and quantum technologies, as well as Latvia’s experience with strengthening cyber security.

The visit is organised by the Ministry of Foreign Affairs in cooperation with the Ministry of Defence, Techritory, the ATTA Center, the NATO Strategic Communications Centre of Excellence, Riga Technical University, and other institutions in Latvia.
