On 3 December 2025, Parliamentary Secretary Artjoms Uršuļskis participated in the German-Baltic Digital Summit in Dortmund, Germany, where he presented Latvia’s achievements and competitive advantages in the field of digitalisation, information technology (IT) security, and artificial intelligence. The aim of the summit is to strengthen the recognition of the Baltic States’ information and communication technology sector in Germany by promoting cooperation and providing Baltic companies with the opportunity to showcase their expertise and solutions in order to boost their export capacity in the German market.

In his speech, Artjoms Uršuļskis appreciated the cooperation between Latvia and Germany, particularly highlighting the active exchange of economic visits and the growing volume of mutual trade and investment. During the overview of Latvia’s success story in the field of digitisation, Artjoms Uršuļskis pointed out that real-time subtitles and translation into German, English, Latvian, Lithuanian and Estonian at the summit are provided with the help of an event assistant app made by the Latvian LLC Tilde.

While discussing cyber security, Artjoms Uršuļskis provided information on the solutions implemented in Latvia to prevent cyber-attacks, as well as on the activities of the Artificial Intelligence Centre in developing digital capabilities in the field of IT security. The Centre began its work this year and brings together government, science and industry to facilitate safe, ethical and reliable use of artificial intelligence in Latvia. 

The visit to Germany also entailed a meeting with André Kuper, President of the Landtag of North Rhine-Westphalia, to discuss potential opportunities for cooperation in digitisation and to promote collaboration between Latvia and North Rhine-Westphalia in general. The Parliamentary Secretary praised the active parliamentary cooperation with Germany at both the Landtag and Bundestag levels. Furthermore, the officials discussed current geopolitical developments in relation to ongoing efforts to achieve peace in Ukraine.

Dortmund was also a venue for a meeting between Artjoms Uršuļskis and Armin Papperger, CEO and chairman of the executive board of Rheinmetall, a German defence industry company, to discuss the development of a project to establish an artillery ammunition production facility in Latvia.

The German-Baltic Digital Summit is organised by the German-Baltic Chamber of Commerce in cooperation with the embassies of the Baltic States to Germany and the Baltic investment agencies, including the Investment and Development Agency of Latvia (LIAA). The summit in Dortmund took place for the fifth time.

Background information

  • Latvia is one of the first countries in the world to introduce a 5G network, ensuring continuous 5G coverage. By the end of 2025, it is planned to reach approximately 80% of the population.
  • In Latvia, more than 91% of public services are available digitally, which has significantly improved the accessibility and quality of services, as well as prioritising resources, including human resources, in areas where digital solutions are not currently available. Latvia is currently the only EU Member State where, for example, the entire process of issuing building permits is fully digitised.
