The Article I of the Vienna Convention 1961, foresees that "premises of the mission" are the buildings or parts of buildings and the land ancillary thereto, irrespective of ownership, used for the purposes of the mission, including the residence of the Head of the Mission.

Offices which are not within missions premises and which do not fulfil a genuinely diplomatic function are not regarded as constituting parts of foreign embassies.

The MFA is not in a position to accept persons as members of missions who have functions other than those that fall within the officially accepted sphere of diplomacy.
