On 10 October 2025, at the Ministry of Foreign Affairs, Parliamentary Secretary Artjoms Uršuļskis met with representatives from the Chernihiv Municipality, the Chernihiv Ombudsman’s Office, and specialists from Ukraine’s Resilience Centres. From 6 to 12 October, the delegation is in Latvia for training and an exchange of experience within the framework of a Latvian-supported project for the reconstruction of Ukraine’s Resilience Centres.

The Parliamentary Secretary expressed his gratitude to the Ukrainian partners for their contribution, courage, and determination to serve their communities under wartime conditions. He reaffirmed Latvia’s readiness to continue providing comprehensive support to Ukraine, including strengthening the Resilience Centres that offer direct assistance to women and children. A. Uršuļskis emphasised that fostering societal resilience is one of Latvia’s key priorities in its support for Ukraine. He highlighted in particular the importance of cooperation with partners who provide psychological and social assistance to those affected by the war.

The Ukrainian delegation expressed appreciation for the consistent support provided by the Latvian government, society, and non-governmental organisations. The experts stressed the practical value and inspirational impact of such visits and training programmes for their ongoing work in Ukraine.

The project to support Resilience Centres, launched in 2025 with a total value of EUR 400,000, is coordinated by the Central Finance and Contracting Agency (CFLA) and implemented by the non-governmental society “Centrs MARTA”. The project includes the renovation of premises in the village councils of Kulykivka and Honcharivske, as well as training of the Ukrainian specialists. It contributes to the initiative “How Are You?” by Ukraine’s Ministry of Social Policy and the First Lady of Ukraine, which promotes mental health and improves access to community support.
