On 2 December 2025, the Latvian Embassy in Berlin, Germany, co-organised a well-attended panel discussion on the experience of the Baltic and Nordic countries, as well as Ukraine, in strengthening societal resilience and civil protection capabilities, and how this could serve as an important guideline for German security policy.
Latvia was represented by Sigita Struberga, Secretary General of the Latvian Transatlantic Organisation.
The audience welcomed her presentation on Latvia’s experience in communicating with the public about various types of crisis and current security challenges. During the panel discussion, Sigita Struberga emphasised that the most important thing is to involve people as active security policy makers, rather than as an audience for security policy and resilience measures. Visitors to the event showed particular interest in the booklet “What to do in a crisis situation” produced by the Ministry of Defence of Latvia.
Experts on public resilience from Ukraine, Finland, and Germany also participated in the discussion. Ukraine was represented by researcher Dr. Oksana Huss, Germany by security policy expert Johannes Steger, and Finland by strategic communications expert Pekka Kallioniemi. The event was organised by Vitsche e.V. and Deutsch-Ukrainisches Büro in cooperation with the embassies of Latvia, Denmark, Finland and Estonia in Germany and the Konrad Adenauer Foundation in Germany.
The event was organised as part of the diplomatic programme to support the implementation of Latvia’s priorities during its participation in the UN Security Council and to promote Latvia’s recognition. On 3 June 2025, Latvia was elected to the UN Security Council for the term from 1 January 2026 to 31 December 2027. Serving as a non-permanent member of the Security Council will be an important tool for ensuring Latvia’s foreign policy interests. The primary objective of Latvia’s membership is to safeguard and strengthen an international environment that supports the security of Latvia while using and enhancing the opportunities provided by multilateral diplomacy.
