On 8-9 October 2025, representatives of the Department for the Execution of Judgments of the European Court of Human Rights paid their first working visit to Riga. During the visit, representatives of the Department for the Execution of Judgments engaged in a number of thematic discussions with representatives of Latvian authorities and institutions, addressing current human rights questions and the execution of judgments of the European Court of Human Rights in cases where Latvia is the respondent Government.
During these discussions, representatives of the Department for the Enforcement of Judgments outlined current and best practices in the enforcement of court judgments, including issues where the European Court of Human Rights has found violations of the European Convention for the Protection of Human Rights and Fundamental Freedoms in Latvia. These meetings allowed Latvian representatives to discuss the enforcement of such judgments and to ask them questions of interest.
During the visit, altogether six meetings were held at the Ministry of Foreign Affairs, the Ministry of Justice, the Supreme Court and the Office of the Ombudsman, attended by representatives of various Latvian authorities and institutions.
Background information
Under Article 46 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, countries are obliged to comply with the judgments of the European Court of Human Rights. This process is monitored by the Committee of Ministers of the Council of Europe. The Department for the Execution of Judgments advises and assists the Committee of Ministers of the Council of Europe in its role of monitoring the execution of judgments of the Court, and provides support to Member States to ensure full, effective and prompt implementation of the judgments.
