On 6 February 2026, Riga hosted consultations of the Baltic States on development cooperation, during which officials discussed the support provided to Ukraine, development cooperation implemented in the European Union’s (EU) Eastern Neighbourhood, and recent developments in EU development cooperation policy.

Continued support for Ukraine, including energy system support and reconstruction, was the focus of the consultations. The Director of the Development Cooperation Policy Department at the Ministry of Foreign Affairs, Egita Lase, and the Ambassador-at-Large for Ukraine Assistance and Reconstruction at the Ministry of Foreign Affairs, Juris Poikāns, informed colleagues from Estonia and Lithuania about Latvia’s support for Ukraine, which has exceeded one billion euros since the start of Russia’s full-scale invasion. They highlighted Latvia’s current involvement in Ukraine’s reconstruction by supporting the restoration of social infrastructure such as schools and hospitals in the Chernihiv region.

The importance of an individualised approach, reflecting the differing needs of each country, was emphasised during the working session on implementing cooperation with the EU Eastern Neighbourhood. Special focus was placed on Moldova, where the Baltic states continue supporting reforms aimed at EU accession, and on Armenia, where it was offered to share experience in good governance, capacity building, and tackling disinformation.

Discussions on EU development cooperation addressed current topics on the EU agenda, including issues related to the upcoming EU Multiannual Financial Framework.
