On 12 January 2026, the Minister of Foreign Affairs, Baiba Braže, opened the year’s first meeting with the partners of the Memorandum of Understanding on the Development of Quantum Technologies in Latvia.
The meeting focused on the broad application of quantum technologies, including their use in security, defence, and deterrence within the NATO context.
The Minister of Foreign Affairs and the memorandum partners discussed preparations for the world’s largest Quantum Information Processing (QIP) Conference to be hosted by the University of Latvia in Rīga at the end of January. The Ministry of Foreign Affairs has provided practical support in preparing for the conference.
Latvia is the leading country in quantum technology in the Baltic and Nordic regions. At the EU level, Latvia is engaged in establishing the world’s first quantum internet in the European Union. Latvia is also the first Baltic country to launch a quantum-secure communications network, where encrypted data will be resistant to future quantum computer attacks.
The Ministry of Foreign Affairs and its embassies have contributed to closer cooperation between the University of Latvia and Riga Technical University with leading quantum research institutions both regionally and globally.

On 19 October 2023, a memorandum of understanding, The Development of Quantum Technologies in Latvia, was signed by 11 partners (VAS “Latvia State Radio and Television Centre” (LVRTC), SIA “Elektroniskie sakari”, the University of Latvia, the Institute of Solid State Physics of the University of Latvia, Riga Technical University, SIA “Latvijas Mobilais telefons”, SIA “TET”, SIA “Mikrotīkls”, the Ministry of Transport, the Ministry of Defence, the Ministry of Smart Administration and Regional Development). The Ministry of Foreign Affairs and the Institute of Electronics and Computer Science joined the memorandum on 18 July 2024, followed by SIA “I”, operating under the Possible Security brand, which joined as the fourteenth partner on 21 October 2025.
