The sanctions package includes individual and sectoral sanctions targeting Russia’s energy, financial and trade sectors. 

Sectoral sanctions or restrictive measures in response to Russia’s aggression against Ukraine

Energy

Amendments to the dynamic oil price cap mechanism, suspending it until 14 July 2027, subject to revision periods.

Full ban on any transactions with certain oil refineries in Russia and third countries.

Introduced obligation for EU operators to report sales of liquified natural gas (LNG) tankers to third countries.

Establishment of an instrument to prohibit EU operators from selling or transferring LNG tankers to Russia for use.

Additional 41 Russia’s “shadow fleet” vessels sanctioned. The total number of listed vessels amounts to 673.

Expanded criterion for including vessels on the sanctions list. From now on, vessels providing services (bunkering, towing etc.) may also be listed.

Financial sector

Transaction ban on another 33 Russian banks.

Sanctions against 4 financial institutions and 14 crypto-asset service providers.

Sanctions against 5 third-country companies for involvement in circumvention of sanctions against Russia’s oil products.

Expanded scope of prohibition on Russian persons to directly or indirectly own or control any EU crypto-asset service provider.

Full ban on transactions with crypto-asset platforms in certain third countries.

EU citizens permitted to withdraw their funds from certain sanctioned third-country banks.

Trade

Expanded export restrictions on technologies and components that can be used for military purposes, nickel powder, metals and certain alloys; introduced restrictions on drone equipment.

Expanded import restrictions on ores and metal compounds, as well as unprocessed zinc, car bodies, spare parts, etc.

Circumvention 

Sanctions against 51 entities (registered both in Russia and in third countries) supporting Russia’s military industry and enabling the circumvention of sanctions.

Visas

A political decision to deny short-term visas to persons who have, since 22 February 2022, directly participated in Russia’s war of aggression against Ukraine.

Individual sanctions or restrictive measures in response to Russia’s aggression against Ukraine

Subjects

Individual sanctions target Russian military industrial, energy and financial sectors.

Sanctions against 48 individuals and 168 entities, including several Russian oligarchs, as well as banks and military, oil, and mining companies.

Legal protection

Expanded legal protection of EU persons against third-country person claims seeking damages in relation to contracts affected by EU sanctions.

Expanded legal protection against Russian court judgments unfavourable to EU persons, arising from compliance with EU sanctions.

Restrictive measures against the Belarusian regime

Expanded the list of sanctioned goods, by including materials and technologies that could support Belarus's military and technological development.

Introduced import bans on several goods that could provide Belarus with additional income, including various ores and metal compounds, zinc, inorganic chemicals, glass products, imitation pearls, car spare parts, etc.

Additional 4 Belarusian companies sanctioned.
