The Electronic Travel Declaration (hereafter referred to as a Declaration) is an online form that must be submitted by a citizen of any country, except a member state of the European Union, the North Atlantic Treaty Organization, the Organization for Economic Cooperation and Development, a country of the European Economic Area, the Swiss Confederation or the Federative Republic of Brazil, who does not have a valid visa or residence permit issued by the Republic of Latvia (hereafter referred to as a Foreign national).
All non-exempt Foreign nationals planning to enter Latvia must submit Declaration at least 48 hours before entry.
Entry into Latvia
After submitting the Declaration, person will receive confirmation that the information has been received and that they have fulfilled their obligation to submit the declaration. 48 hours after submitting the Declaration, the person will receive a repeated notification about the registration of the Declaration.
The person will not be provided with and does not have to wait for a separate decision or permission to enter.
Exemptions
The Declaration does not have to be submitted by:
- Citizens of exempt countries are not required to submit a Declaration.
- Foreign nationals holding a valid Visa or Residence permit issued by the Republic of Latvia.
- Taking into account the purpose of the activities of diplomatic and consular services and the immunity guaranteed to the relevant employees of these services, an exception is provided for persons who enjoy immunity and privileges in accordance with the norms of international law binding on Latvia or who are on a short-term trip (including in transit) to perform official functions or to provide technical support to a Latvian or foreign diplomatic or consular mission or international organization.
Schengen Visa or Residence Permit Holders
Foreign nationals of non-exempt countries holding a valid Schengen visa or residence permit card not issued by the Republic of Latvia must submit the Declaration before entering Latvia, unless other exemptions apply.
