From 15 to 17 May 2025, the Minister of Foreign Affairs, Baiba Braže, while in Estonia for a working visit, will participate in the Ministerial Session of the Council of the Baltic Sea States, and, together with the EU High Representative Kaja Kallas, in a high-level discussion at the annual Lennart Meri Conference.

The session of the Council of the Baltic Sea States (CBSS) will focus on regional security, comprehensive support for Ukraine, the threat posed by Russia’s “shadow fleet”, and restricting its operations. The meeting takes place in Vihula, Estonia, the country holding the CBSS presidency from 1 July to 30 June 2025.

The event will be attended by the foreign ministers of Estonia, Latvia, Lithuania, Poland, Germany, Finland, Sweden, Denmark, and Norway, and the Secretary General of the Ministry of Foreign Affairs of Iceland, as well as the Deputy Secretary General for Political Affairs at the European External Action Service. At the meeting, the ministers intend to sign a Memorandum of Understanding on the Protection of Critical Undersea Infrastructure in the Baltic Sea.

At the Lennart Meri Conference, Foreign Minister Baiba Braže, together with the EU High Representative Kaja Kallas, will take part in a high-level discussion, A Farewell to Peace?.

About the Council of the Baltic Sea States

  • The CBSS is a political forum for regional intergovernmental cooperation involving the three Baltic states, the five Nordic countries, as well as Poland, Germany, and the EU.
  • Estonia holds the presidency of the CBSS from 1 July 2024 to 30 June 2025, its priorities being practical cooperation for the security, sustainability and solidarity of the Baltic Sea region.
  • At the CBSS Ministerial Meeting in Porvoo, Finland, on 13-14 June 2024, the Council decided to initiate a review of the role of the CBSS and recommendations on its future, entrusting high-level “wise persons”, Toomas Hendrik Ilves and Gabrielius Landsbergis, with the preparation of the report.
