Latvian nationals can apply for a new identity document – a passport or an eID – at the diplomatic/consular missions of Latvia.
The service is available for persons residing abroad permanently and having declared their place of residence abroad with the Population Register.
Visitors wishing to apply for a passport/eID at the missions are received by prior appointment only. Please arrange your visit by contacting the diplomatic/consular mission.
Visitors must appear in person and present their Latvian passport/eID, and in a case of loss of identity document - a police certificate confirming the loss of the document. See further information on obtaining passports/eID here.
In addition to a fee for the issuance of a personal identity document via the diplomatic/consular mission, consular service charge of EUR 40 must be paid for every person obtaining a passport/eID.
As personal identity documents are produced at the Office for Citizenship and Migration Affairs in Latvia, obtaining a personal identity document via the diplomatic/consular mission can take up to three months.
