On 27 September 2007, in New York, the Latvian Minister of Foreign Affairs, Artis Pabriks, and Charles Savarin, the Minister of Foreign Affairs of Dominica, signed a joint communique on the establishment of diplomatic relations between the Republic of Latvia and the Commonwealth of Dominica.
Before the official signing ceremony, the Latvian Foreign Minister noted that Dominica is becoming a more popular destination for tourists from Latvia and called on his Dominican counterpart to consider the introduction of a visa-free regime for Latvian citizens. Both foreign ministers emphasized the role of small countries for the UN and expressed the hope that the establishment of diplomatic relations would promote co-operation between Latvia and Dominica. Mr Pabriks noted that Latvia has accumulated significant experience in the information technology sector, which may also be useful for Dominica.
Latvia has been co-operating and will continue its co-operation with Dominica within the framework of the EU-Caribbean partnership dialogue and as part of international organizations. Lately, Dominica has gained global attention as the location for the filming of the movie Pirates of the Caribbean in 2004 and 2005.
Latvia has thereby established diplomatic relations with the majority of the countries of the Caribbean region, except for Barbados, Grenada, and the Federation of Saint Kitts and Nevis.
