Latvia’s Cabinet of Ministers approves additional contributions for various international organisations

On 3 December 2019, the Latvian Cabinet of Ministers approved a draft resolution prepared by the Ministry of Foreign Affairs and entitled “On contributions to  the Global Media Defense Fund, the Office of the United Nations High Commissioner for Human Rights, the United Nations Entity for Gender Equality and the Empowerment of Women, the Office of the UN High Commissioner for Refugees, the Office of the UN High Commissioner for Refugees Representation in Ukraine, the EU Regional Trust Fund in Response to the Syrian Crisis, the United Nations Office for Coordination of Humanitarian Affairs, the NATO-Ukraine Platform on Countering Hybrid Warfare, the Council of Europe Action Plan for Ukraine, and the Council of Europe Action Plan for Georgia”. The contributions will be drawn from the Foreign Ministry’s current budget.

The resolution put before the Cabinet of Ministers foresees that EUR 10,000 is to be paid into the Global Media Defense Fund, which is a way for Latvia to contribute to the strengthening and development of global press freedom, for instance, in neighbouring regions.

EUR 10,000 will also be paid into each of the budgets of the Office of the United Nations High Commissioner for Human Rights, the United Nations Entity for Gender Equality and the Empowerment of Women, the Office of the UN High Commissioner for Refugees, the EU Regional Trust Fund in Response to the Syrian Crisis, the Yemen Humanitarian Fund of the United Nations Office for Coordination of Humanitarian Affairs, and the NATO-Ukraine Platform on Countering Hybrid Warfare.

Contributions to the Office of the UN High Commissioner for Human Rights will ensure Latvia’s input to the implementation of the European Union Strategic Framework on Human Rights and Democracy as well as promoting political dialogue with the UN High Commissioner for Human Rights.

Contributions to the UN Entity for Gender Equality and the Empowerment of Women will enable Latvia to facilitate progress on solutions to its priority issues in the field of human rights and support activities implemented by this institution and its projects in the Eastern Partnership countries.

Contributions to the budget of the Office of the UN High Commissioner for Refugees will promote the political dialogue with the office and use of its expertise in Latvia’s interests.

Contributions to the European Union Regional Trust Fund in Response to the Syrian Crisis will support those affected by the Syrian conflict not only in Syria but also reach Syrians in Jordan, Lebanon, Iraq and Turkey.

Contributions to the Yemen Humanitarian Fund of the United Nations Office for Coordination of Humanitarian Affairs will demonstrate Latvia’s solidarity with people hit by the world’s worst humanitarian crisis.

Contributions to the budget of the NATO-Ukraine Platform on Countering Hybrid Warfare will strengthen and support NATO-Ukraine cooperation in the protection of critical infrastructure, in particular, support the Table Top Exercise Coherent Resilience scheduled for October 2020.

EUR 25,000 are expected to be paid to the Office of the UN High Commissioner for Refugees Representation in Ukraine, which will enable Latvia to pursue its foreign policy priorities concerning provision of assistance to Ukraine; it will also build Ukraine’s capacity for providing timely and high quality support, including medical assistance, to people impacted by the armed conflict.

A total of EUR 15,000 will be paid into the budgets of the Council of Europe Action Plan for Ukraine and the Council of Europe Action Plan for Georgia. Payments to the Council of Europe Action Plan for Ukraine will ensure consistent contributions by Latvia to the strengthening of links between Latvia and Ukraine thereby demonstrating Latvia’s unflagging support for Ukraine’s efforts of eurointegration and reform. Payments to the Council of Europe Action Plan for Georgia will ensure consistent support from Latvia to the strengthening of Georgia’s stability, facilitating the sustainable development of its democracy.
