On 20 September 2019, the State Secretary of the Latvian Ministry of Foreign Affairs, Andris Pelšs, met with the new Ambassador of China to Latvia, Liang Jianquan. The State Secretary congratulated the Chinese Ambassador on taking up his post and underlined that the accreditation is taking place at a time significant for both countries: Latvia has just celebrated its centenary, while China marks its 70th anniversary on 1 October.

The diplomats were of one mind that it was important to move ahead with the political dialogue between the two countries, including exchanges of visits by senior officials. Andris Pelšs underlined that further cooperation should focus on tangible results, for instance, in areas such as trade, transport and logistics, and tourism. The CEEC (Central and Eastern European countries) – China High-level Conference on Tourism Cooperation (in the 17+1 format) to be held in Riga from 22 to 24 October is expected to give an impetus to building closer contacts in tourism.

The Ambassador informed the State Secretary that China will be represented at the event by the Minister of Culture and Tourism, Luu Shugang. During his visit, the Minister will also open the Centre of Chinese Culture, which is the first Chinese cultural centre in the Baltic States.

It was recognised that education, science and technologies offered good prospects for cooperation. Latvia is interested in the exchanges of students and academic staff as well as developing joint projects in science and technology, for instance, in life sciences.

On 18 September, the Ambassador of China presented his credentials to the President of Latvia, Egils Levits.
