Foreign Minister confirms Latvia is prepared to sign a double taxation avoidance agreement with Andorra

On 24 April in Andorra, Foreign Minister Edgars Rinkēvičs was on a visit to Andorra and met with the Deputy Speaker of the Parliament of Andorra, Mònica Bonell, Prime Minister Antoni Martí, and the Minister of Foreign Affairs, Gilbert Saboya Sunyé, to discuss bilateral cooperation, including business contacts, cooperation in tourism and in international organisations.

Edgars Rinkēvičs said he was happy that over the recent years and in particular in 2015, during Latvia’s presidency of the Council of the European Union, the political dialogue between Latvia and Andorra has increased in intensity. We are interested in sustaining this positive trend and rendering the political dialogue more active both through bilateral contacts and international formats, the Latvian Foreign Minister emphasised.

In a meeting with the Andorran Foreign Minister, Edgars Rinkēvičs invited the information technology companies of Andorra to cooperate with the associations and clusters of the Latvian IT sector thereby promoting contacts between professionals. Latvia is also interested in sharing experience with Andorra in the tourism sector, said Foreign Minister Rinkēvičs and noted that, to this end, cooperation should be promoted between the Latvian and Andorran national tourism agencies. A favourable factor for building contacts between Latvia and Andorra, said Edgars Rinkēvičs, is the direct flight Riga-Barcelona operated by airBaltic, Latvian national airlines – Barcelona being the airport closest to Andorra.

Both ministers discussed the course of Andorra’s negotiations on an association agreement with the EU expected to be completed in 2019-2020. Edgars Rinkēvičs welcomed the EU’s talks with Andorra, Monaco and San Marino on the conclusion of one or several association agreement, which would advance the participation of all the three countries in the Single Market based on the fundamental principles of the functioning of the EU and the Single Market and in view of the special circumstances of each of the microstates.   

Foreign Minister Rinkēvičs stated in the conversation that Latvia was prepared to sign a bilateral agreement with Andorra on the avoidance of double taxation.

Edgars Rinkēvičs also thanked Andorra for its support for Latvia’s candidatures to the posts in the international organisation elections.
