Latvian Passport Issuance and Exchange
Since November 2007 the Republic of Latvia is issuing new "EU" passports with biometric data. These are the requirements (in English). In order to apply for a new passport, you need to apply in person at the Embassy of Latvia in Washington, DC (by appointment).

Using Official U.S. Documents in Latvia
Before you can submit official U.S. documents (issued by the U.S. authorities or notarized by U.S. public notaries) to Latvia's official institutions, they must be authorized with a special Apostille certification. Usually you can obtain the Apostille certification in the Offices of the Secretary of State of the state where the document originally was issued or notarized.
The certification is requested in accordance with the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (concluded October 5, 1961)

On October 29, 2008 in Riga, Secretary of Homeland Security Michael Chertoff announced that as of November 17, 2008 citizens of Latvia (with biometric passports) will no longer require visas to enter the United States.
