From November 17 to December 7, 2003, a Government of Canada delegation headed by Mr Paul Dubois, Department of Foreign Affairs and International Trade (DFAIT) Assistant Deputy Minister, Europe, visited the 10 countries to join the EU in May 2004. Dialogue 2004: Canada and Latvia took place in Riga November 26-27, 2003, and as in all countries, the aim of the visit was to both look at historic support as well as explore possibilities for future cooperation.

Members of Canada's delegation included Department of Foreign Affairs And International Trade (DFAIT) Baltic, Central Europe and Eastern Mediterranean State Department Director Marta Moszczenska, Canada's Mission to the EU Counsellor Gary Luton, Ministry of Industry Deputy State Secretary Ms Rachel Larabie-Lesieur, Montreal's International trade Centre Director Michael Charland, Canada's Export Development representative Henri Souquieres, Canada's Human Resources Ministry Deputy State SecretaryBill Gardner, Canada's Ministry of Citizenship and Immigration Regional Director Jim Versteegh, CIDA Balkans and New EU Member State Program Department Director Ingrid Knutson.
