Venezuela's Embassy in Helsinki has informed Latvia's Ministry of Foreign Affairs that as of 16 April 2004 citizens of Latvia no longer require a tourist visa to enter Venezuela.  Latvia is now one of the countries whose citizens are eligible for the DEX-2 tourist card. Latvia's citizens travelling as tourists to Venezuela must show at the Venezuelan border a valid citizen's passport of the Republic of Latvia and a tourist card DEX-2.

The DEX-2 tourist cards are issued free of charge by authorized transport companies, including airlines. Since Venezuela's Embassy in Helsinki has not provided a precise list of such companies, tourists are advised to inquire if the company with which they plan to travel provides DEX-2 tourist cards. Persons travelling to Venezuela from a neighbouring country by car should take it into account that they will not be issued this card.

The DEX-2 tourist card allows a foreign traveller to stay in Venezuela as a tourist for up to 90 days; the period of time cannot be extended. A traveller with a DEX-2 card is not allowed to engage in any profit-bearing transactions.
